SIA to acquire Tiger Airways via general offer for shares

Singapore Airlines was to take full control of Tiger Airways with its general offer for shares in the budget carrier it does not already own closing yesterday, SIA said in a media statement.
Its offer has already crossed the takeover threshold, with SIA controlling 95.6 per cent of Tigerair as of February 26.
Shareholders who have not responded to SIA’s offer will receive a letter on the compulsory acquisition of their shares “in due course”, the airline said yesterday. – The Straits Times

Revisions to SOE Law urged in Indonesia
Indonesia’s State-Owned Enterprises (SOEs) Law has loopholes that leave it open for various interpretations and can disrupt the management of strategic sectors, constitutional-law experts have said, urging that it be revised.
Article 33 of the 1945 constitution mentioned that branches of production that were essential to the state and affected the livelihood of the masses must be controlled by the state. However, confusion arose during the implementation of the 2003 law about state-owned enterprises, law expert Satya Arinanto said.
“Since the Constitutional Court was formed [in August 2003], it started to give different interpretations about Article 33 in different cases, such as on cases related to the Electricity Law, the Water Resources Law, the Oil and Natural Gas Law, the Mineral and Coal Law, or the Shipping Law,” he told a hearing on Wednesday.
According to Satya, several interpretations that appeared on reading Article 33 were: The state shall control all natural resources, the state can only impose regulations and policies, or the state can only supervise.
Satya was involved in the expert team to amend the 1945 constitution from 1999 to 2002. “The biggest question was whether we stayed with socialism or turned to capitalism. Eventually, we decided to use a combination of both systems,” he said. – The Jakarta Post

PM nods to expansion of Vietnam software parks
Vietnamese Prime Minister Nguyen Tan Dung has approved a pilot programme to expand the country’s software parks by setting up the Quang Trung Software City (QTSC) alliance.
Under the pilot programme, Ho Chi Minh City together with other localities or provinces will upgrade infrastructure for information-technology development.
The first QTSC was built in Ho Chi Minh City’s District 12 more than 13 years ago.
Other software parks include QTSC 2, which is now waiting for land allocation, as well as an IT park at Vietnam National University in Ho Chi Minh City’s Thu Duc district, a Vietnam Posts and Telecommunications complex in District 10, and an IT park at Ho Chi Minh City University of Technology.
The PM said other Quang Trung Software City parks had been approved for Da Lat in the Central Highlands province of Lam Dong and the northern province of Nam Dinh.
QTSC will at first include two members, the QTSC in District 12 and the National University of Ho Chi Minh City IT Park in Thu Duc district. The alliance can receive other members such as centralised IT zones, software and IT parks, among others. – Viet Nam News

App provides micro loans by phone
UangTeman, an Indonesian online service for short-term micro loans, aims to attract more users with an Android-based mobile app launched on Thursday.
The business, which allows users to take out loans of 1 million to 3 million rupiah (Bt2,700-Bt8,000), has been operating since April last year in some regions of Indonesia, including Greater Jakarta, Yogyakarta, Solo, Magelang and Klaten. UangTeman CEO Aidil Zulkifli said the mobile app was a necessity, since around 65 per cent of its users accessed the service’s website uangteman.com using mobile devices.
The company’s product and technology director, Darmawan Zaini, said the app had similar features to the website. – The Jakarta Post
