On November 27, 2025, the National Security Council (NSC) clarified after receiving feedback from several experts regarding the Emergency Declaration in Songkhla Province (Hat Yai flooding). Many expressed differing views, and some had misunderstandings about the declaration. The NSC, as the main agency responsible for the issuance of this decree, has received instructions from the government with clear objectives on how to use this special law, which are as follows:

  • Focus on saving lives: The primary goal is urgent assistance to save lives, which is of the highest importance.
  • Rapid response with minimal steps: Urgent assistance must be carried out swiftly by reducing bureaucratic processes as much as possible.
  • Coordinating all sectors: The military, police, civil service, and the private sector will integrate resources—equipment, personnel, and budgets—effectively and without limits to address the immediate crisis.
  • Prevent exploitation: Ensure security forces prevent anyone from exploiting the situation, such as criminals stealing property or price gouging of goods.
  • Delegating powers to the PM: Powers from relevant agencies will be transferred to the Prime Minister to streamline legal enforcement, leading to quick and unified actions.
  • Preparedness for escalation: If the situation escalates into other disasters like landslides or repeated flooding, actions will be taken immediately.
  • Unified information and communication: There will be unified communication and data sharing between government sectors—local, regional, and national—ensuring the public receives essential information without media control over the news dissemination.
